This is the process flow for a First Line Treatment Center to be setup physically, people identified and trained and then center reaches operation readiness for "Go Live".

The Protocols to activate a FLTC has 12 steps in two two stages. Stage -1 : 8 steps for Preparedness for Activation Stage -2 : 4 steps to become Alert for Activation and Go Live

1	Registration, Training and Allocation Plan of HealthForce and Volunteer Team in the District	The entire health-force team of the district has to be registered into the CoronaSafe Network https://healthforce.coronasafe.network/ The Volunteer Team of the district has to be registered into the CoronaSafe Network. http://volunteer.coronasafe.network/ The registred team members are immediately trained on District Emergency Response Plan and how to setup and manage FLTC’s https://knowledge.coronasafe.network/ The trained people are allocated to different panchayats in the district. <This portion is to be detailed>
2	District Medical Officers to Onboard Panchayat Medical Officers	District Medical Officers inform Panchayat Medical officers to be ready for action. Panchayat Medical Officers inform LSGD and Revenue authorities to be ready.
3	Panchayat Medical Officer informs Village Extension Officers to be ready to set up and prepare FLTC’s.	It is expected that a panchayat may have one or many FLTC. Each of these FLTC’s are to be managed by a Village Extension Officer.

5	Planning to source Non Medical Inventory	The VEO identifies local source for the non medical inventory based on list given: https://model.coronasafe.network/centralised-facilities/inventory-supplies
6	Planning to source Medical Inventory from PHC to FLTC	The VEO liaisons with PHC for sourcing Medical Inventory to FLTC
7	Physical Meeting to confirm preparedness	The Village Extension Officers calls a physical meeting of all team members. This meeting is for A. Preparation of draft duty roster B. Discussing any local issues that needs to be resolved or escalated to district C. Test the software systems by registering and managing three dummy patients.
8	Verification and Certification	The Village Extension Officer confirms readiness of FLTC to go live. The District Emergency Operations Control Room Verified and certified for preparedness of the Panchayat.
STAGE 2	ALERT FOR ACTIVATION GO LIVE
1	Command Instruction to Go Live	The District Emergency Operations Control Room passes on Command to Go Live to Village Extension Officer.
2	Activate Physical Facility	VEO activates physical facilities by setting up Non Medical and Medical Inventories.
3	Activate Health Force and Volunteers	VEO activates a health force and volunteers based on duty roster prepared with time to report for duty.
4	Confirm Execution of Go Live	VEO confirms the Center has Gone Live in the CoronaSafe Network by pressing the activate switch.
